It seems like he's a real life Catweazle, catapulted from the distant past (the 1970s) into the modern age, and perpetually flummoxed and baffled by new fangled things like telephones, and traffic, and the EU! He even looks the part

I don't think he does, actually, but he needs to impose it anyway and hope that Labour leavers notice. They won't.
