It wasn't fake news, a Microsoft manager did say they might shift operations, but the offficial company position is they haven't made a decision.

Bulgaria has actually implemented the EU Data Protection Directive anyway, so are regarded as providing protection at least equivalent to the DPA here, which is one of the criteria of the DPA for sharing data with other countries.
