Nope immigrants don't have to speak fluent English. However they do need to write it.

Oh if immigrants aren't pig-headed and admit they aren't fluent they get help like I've have in Spain and with French speaking Belgians.

Not really. I can write very good German - because I can take the time to ensure it's correct. When speaking, you have to do it on the fly.
