They were still trying this in the eighties.This was before the effects of nuclear radiation from such explosions were publicly understood. There is some evidence that public knowledge of the side-effects were actually suppressed in order to avoid controversy.
Its very difficult to control a population through a nuclear incident where they know 95% will be dead inside a month. -
