I'd do X26 bus from LHR to East Croydon station, (hardly any stops) then train it the rest of the way. If you don't do "buses" go to Feltham (very quick bus ride), train it to Clapham Jn, and change for the Brighton trains there.

Taxi from Heathrow to Feltham (10-15 mins or can even use the bus)
Feltham to Clapham Junction (20 mins)
      Clapham Junction to Brighton

Clapham to Brighton is Southern Railway which has on-going disruptions, but that's the only trains going to Brighton from London. Even with disruptions, you should be fine, they do run some fast trains with only 1 or 2 stops in between

Check nationalrail.co.uk for timings and live disruption information

First option takes the same time as taking the Heathrow express, tube then train from Victoria and that's if the bus isn't late.

Second option is quicker if you get a fast Feltham to Clapham Junction train.

That's the winner. Though National rail says Feltham to Clapham Junction can take 18 or 22 minutes.

I'd hire a car, then toe it round the M25 to the M23 and down to Brighton that way, which would take little more than an hour.

But if you'll be drinking much at this concert and may be over the limit or feeling fragile the next day then maybe public transport would be better.

You are special - I tend to drive. There are police cameras on the M23 but they are nearer Brighton than London.

M25 on a Friday? He's landing at lunchtime, by the time you get out and sort out rental it will be early afternoon. Way more than an hour from Heathrow to M23 exit.
