If you are self supporting and you have skills a country wants you will still be able to apply for work in that country.
If you have money and want to retire to a country and never look for work no country in their right mind would block that as it will not be a drain on their economy.
Whether we stay or leave the EU will not affect that because it is detrimental to the country to stop self supporting people into their country.
Conversely it is a benefit to any country to not have take in lots of non self supporting people.
