Can someone explain why there is a distinction between private sector and public sector with respect to IR35? Don't hate me for the question, I've never contracted in the public sector.

To help engagers make the decision as to whether the contract would have been for employment or self-employment, HMRC will provide simplified guidance, including a digital tool to provide up front certainty.
