[From my limited knowledge] Most jackets are Single Breast (i.e. one row of buttons), the bottom one is not designed to be done up only the top one (on a two button) or top two (on a three button). On a double breasted, one row is just for show.

Also, all jackets have three or four (rarely five) buttons on the cuff, they're hardly ever functional, they're just sewn on.
