Used reverse graffiti so cleaning it off is a PITA.

"The council does not consent to any painting, writing, soiling, marking or other defacement on its property including footways without its prior express permission being obtained."

But nothing about cleaning off dirt to leave messages.
Down with racism. Long live miscegenation!

        "marking" seems to cover it.

unmarking. The marking had already been done. They should keep their streets clean.

"If we get evidence that any of these adverts are definitely in Hackney we will take enforcement action," Hackney Council said in a statement.

So Hackney council doesn't even know where the adverts are? Or perhaps they don't know where Hackney is?
Will work inside IR35. Or for food.

Their enforcement action would presumably be to force GCHQ to come back and rub dirt into the pavement.

"It employs a contractor to approach councils for permission to carry out recruitment methods such as clean graffiti."
Are they in or outside IR35?
