The CUK article suggests the Government's main intention with this new initiative is to shift responsibility for IR35 status determination from contractors to end clients.

If so then it could be argued this gives a big advantage to large consultancies, who can more plausibly claim the right of substitution etc.

No doubt HMR&C would be as happy as Larry to see what they regard as "lone wolf" one-man-band contractors driven into the fold so to speak and mostly working through a few large consultancies. But is that what ministers really want, when they consider the widespread resentment that would result among contractors?

What's more, longer term, with lone contractors thinner on the ground, and large consultancies grossly overcharging as usual, it will increase the costs for end clients (including Government departments). So all this fuss over a paltry £400 million or whatever it is, will be totally futile and almost certainly end up actually losing the Government and British Industry far more money than if they had simply let sleeping dogs lie!

It is the government, they do not have to be credible or sensible for another 4.75 years. There is plenty of time for things to get worse.

Us first, then benefits, then Whitehall depts, next will be NHS.
