I might find it a little uncomfortable but that's hardly the same as saying it's inciting anything. I find people covered in tattoos and piercings disquieting, but so what? We don't say people shouldn't wear sunglasses, and covering your eyes is more effective than covering your face at hiding your thoughts.

It's fairly well understood that minority groups tend to (unconsciously, mostly) exaggerate accents, culture, etc. I imagine that happens even more when you're not that widely liked/accepted.
