Where is the line pointing out something that is cultural or at least highly common in a country and racism? For example having lots of strict rules to follow in one country and another not having that culture in another?

I was working in India for a while and one of the locals I was working with would lend me his motorbike so a few of us could all cruise round together. In the city where we were there were quite a few military and police checkpoints on the roads, doing random stops.
