Where is the line pointing out something that is cultural or at least highly common in a country and racism? For example having lots of strict rules to follow in one country and another not having that culture in another?

Another conclusion was that it was the official's fault - if they turn a bind eye to cheating unless it gets in the international media e.g. BBC then it's not surprising people will cheat if it's there only way to get a decent job.

Call it racist or not but India is a corrupt place, I think one report said 62% of people have either taken or paid a bribe, its a case of if everyone else is cheating I will have to cheat to stay competitive

I was working in India for a while and one of the locals I was working with would lend me his motorbike so a few of us could all cruise round together. In the city where we were there were quite a few military and police checkpoints on the roads, doing random stops. We managed to avoid them most of the time, but at worst it cost 100 rupees (about £1) to pass through with no hassles.

The UK is hardly corruption free. Look at HMRC. Or the family courts.
