They have a habit of doing that, that much is true. That is precisely why you need to nail them down to specific deliverables within a fixed timeframe.

They promised to raise a motion in the HoC today according to their timetable. Cameron has said that the 2nd reading date won't happen then we have the GE which means it will get put further back. That's quite different because it would have been admitting the possibility of defeat before the vote. It would be shown as a weakness if he had considered the possibilty of a No vote.
The 3 amigos wrote a 'vow' to the people of Scotland and had it printed with their signatures on the front of the Daily Record. They agreed to keep to Gordon Brown's timetable and they've broke that promise less that 12 hours after the count was declared.
The Nos were warned about that because the same thing happened in 1979.
