            Same if you have thousands of people trying to enter a ground, you manage it properly.

            This is the problem with people today.

            You are in effect saying it is okay to do what you want unless someone phyiscally stops you or puts rules in place to stop you.

            Such as saying you need a ticket to get into a football ground maybe?

            They knew they needed a ticket - do we really need to employ people to make sure they have a ticket? or can these people not understand that basic rule?

            Or maybe they did understand it and they ignored it because they did not like the rule?

            You take the police out of the equation and very little changes

            You take 20000 people without tickets trying to get into the ground out of the equation ground and 96 people are still alive.

              No im not saying that at all. But my comment is pretty basic, I suggest you read it again and try to understand. I'm not able to put it in more basic terms and would just end up repeating myself.

                it was an accident waiting to happen.
                The grounds depended on the goodwill and good behavior of the fans to operate.
                the fans liked fighting so the pens were screened off.
                the fans liked to get in without paying so there were extra people.
                the fans didn't want to miss the start of the match.
                There were a lot of people in an impossibly small area.
                the ground was poorly designed and run
                the police were incompetent.

                everyone was to blame.
                some people should have been sacked and prosecuted.
