I can't read the article as it's behind a paywall but does it mention why the dna test was carried out in the first place?

Surely, if you're at the stage of asking for the test then there's a good chance you already know the answer.

thing is it should be mandatory as some women would happily say that person x is the father knowing full well they are not but they do know that the actual father is a lazy waster and they would get no money from them.

and then they would obviously stay with the lazy waster and spend the CSA money on booze n fags whilst neglegting the child and denying paternal visits.

Barry George was refused compensation for being wrongly imprisoned for the Jill Dando murder. 7 or 8 years of his life down the toilet! with no compensation.

So I don't think anyone gives a tulip about CSA refunds.

I thought the father could insist on it anyways.

              Mandatory is state interference.

Its not just the CSA and its not only recent.
When I was born my mum wanted a DNA test to make sure I was actually hers.
and that was a home birth as well

you think CSA is anything less?

I think the figure is higher but until mandatory tests are done then we won't know.

Its not compensation they were complicit in defrauding him. He wants HIS money back they don't want to pay it back.

Barry George probably should get something but its quite different.

I disagree with the idea of mandatory tests, but I think if either partner requests one then it should be available.
