..and that the trend is to only offer 3 month contracts...

Yes, Im local to the UK too but I dont think they mean no bobs!

It hacks me off completely when agents \ clients say 'evidence of long assignments.' I've evidence of long assignments where the project required it and there's not a lot I can do if a project's life is only 6 months.

Perhaps I should start adding to the role on my cv 'but client asked me to go permie at end of contract' to impress them!?

Local candidates could also mean that the rate is so low that it would prevent people commuting to the gig.

It makes me laugh when they want evidence of long term roles and offer a 13 week contract.
Rule Number 1 - Assuming that you have a valid contract in place always try to get your poo onto your timesheet, provided that the timesheet is valid for your current contract and covers the period of time that you are billing for.

          I preferred version 1!

I'm local to anywhere in the world if the rate's good enough. Tell me where you want me to be and I'll be there, Monday morning 0900h local time.

As for long contracts, why do they want a contractor? FFS, I get the job done, whether it takes a day or a year or more. Why not 'evidence of having done something useful'?
And what exactly is wrong with an "ad hominem" argument? Dodgy Agent, 16-5-2014

Yeah I know what you're saying, at the end of the day there maybe no suitable local candidates. It's obviously an excuse for a crappy day rate

I suppose they want to eliminate the following:
                can I work from home?
I need to leave early friday
No I can't work the weekend as I'm going home

All perfectly reasonable from our side, but not when a stupid manager wants a permie-tractor cheap as chips and willing to bend over.

That's why I never put my address or location on my CV.

And, not as unreasonable, avoid the 'I'm off got a contract closer to home'.
