No they are simply trying it on and once in a while a contractor will bite. Once in a longer while a contractor will actually get a contract.

Most likely the job/contract does not exist and they are just fishing or building up their CV bank.

I hate them so much (for lying and under-cutting) it makes me love our own agents.
