Prince2 is a generic methodology that can be applied to projects of absolutely any type IT or otherwise. Prince2 is arguably just some language and buzzwords applied to what's common sense Project Management.
Scrum is an "agile" software development approach.
They aren't in any way mutually exclusive and I'd expect the PM of a scrum development to have at least a brief knowledge of Prince2 even if they don't know the terms. -
They are not interchangeable. Agile/SCRUM works providing someone somewhere has worked out what you're trying to deliver - and that needs Prince or something like it.
As for Agile or Scrum, well which is better, I don't really know. There's only one way to find out....

Scrum has self-managing teams & nothing for a PM to do.
PrInCE2 requires the PM to write loads of reports.
So be a Scrum PM and you need never lift a finger again!Comment

I've worked in agile teams using scrum, and proper project management is an essential component, as with any project. Given that agile and scrum are to do with development rather than project management, your assertions are akin to saying that electrical can-openers are bad because (by some unspecified mechanism) they allow canning plants to be operated inefficiently.
