The simple rule of economy says if someone else willing to do your job for lower wage, the job will go to him/her.
Overseas workers who just landed (legally) are often ready to take up jobs at much lower rate (without affecting quality of deliverable). So, there is a demand for them.
Intra Company Transfer candidates are unlikely to apply for this roles as their visa status won't allow to work for other than sponsoring company. Also, ICT is available for big offshore IT firms, who don't take up 1-2 people role jobs advertised in this way. Also from 2010, ICT candidates will be barred from counting their ICT stay in UK towards permanent residency status.
Let's face it - UK IT contracting market is almost dead. The glory days of getting £500-£700/day rate is over. Just accept it and get along with.
