Maybe it's a test... If a project manager won't defend his own day rate, what's he going to be like if a client's supplier starts messing around mid-project?

Are practicus legit? Just worried as they changed the rate on my contract the day before it was due to start.

Are you a fairly new contractor? Changing a rate before you start isn't really an indication of a company being legit or not.
