I makes some sense. I've seen the same roles being advertised as contract and permanent. The permie version is either with the end client (because they're not fussed about employing someone permanently) or with a consultancy who are subbing to an end client through an EB.
Or the agency attracts contractors with ads and then tries to move them to permie roles.
Or the client insists that the contractor is actually on a fixed term employment contract with the EB and is then contracted out to the client.
Or a fixed term PAYE employment with the end client.
These are safer bets for agency/EB's than genuine freelancers.
