Well My Strategy has always been to look for work, even though I don't need it. I have only ever had to go through agencies 3 times, so far. I have a profile on all the sites and leave them active, place my Consultant profile up. I also have a linkedin profile which I keep active. I also spend an hour a week, just browsing the net looking for new oppurtunities. I never get comfortable in a role. As a contractor you can't afford to get a gig, and stop looking for another. I always keep in mind that you live on a 24 hour notice period, but you still need to pay that mortgage at the end of the month. So no rest.
Your mistake was to go on holiday without lining yourself up with another gig. I always give the guys I worked with on previous contracts to see what they're up to, and what gig's they got going on.

You just got to keep your head up, be aggressive in your search, don't rely on one site to source work, use all of them.

I remember when Gisajob was all the rave for finding work, but not so much anymore, these are trends, follow them

Honestly my approach so far was at the opposite end, when I was comfy with a role just ignore all agencies & donot even bothered to return call or reply mails from agencies. I learned good lesson this time.

Without being too negative - are you sure you wouldn't be better off being a permie?
How fortunate for governments that the people they administer don't think

Honestly I recently worked in Slough based Mobile operator I am totally pissed of with some Project Test Leads there, absolutely useless/worthless guyz. Hero in talk & zero in action & knowledge. They are in office few hours just to talk abt Cricket & footie. All work goes to managed services & contractors...! I can not imagine to be such worthless permie. Not sure if this is the case in other companies..???

              Common mistake but fatal!!

Prince 2 (or any project methodology) is for the WHOLE team!! Everyone who is impacted by projects! The project managers are the ones that have to police it!!

ITIL is a qualification in itself, usually run by the ISEB. PRINCE2 is also run by ISEB IIRC.

                      Not sure what ISTQB is.....
