In my experience, every agent is different.
Some send the right to represent email straight away before they put me forward; some other send the email later on when I've already have an interview invite; some other don't send it at all.
In principle, I never ever trust agents so if I've agreed to be represented by agent A and get approached for the same role by agent B, I always ask agent B to ask end client if they already have my cv. If they haven't, I go with agent B.
