It is because most of these foreign IT companies are talking to you not in order to get you a contract but in order to demonstrate search of local talent. In the end there is no local talent for the job because there is 10 000 waiting already for the job. I don't see these changes happening in the UK. Worse even, all those companies would naturally look into the UK market. Visas aren't going to kill the contractor market, IR35 is when they push the Public Sector changes into the private sector.
My guess is it will all change come April 2019.
