Could this have been a Resident Labour Market Test? Is there any way to find out next time I get one of these calls? I'd certainly like to raise a flag if they are gaming the system.
Since they had no previous memory of me applying i decided to have a play. They allowed me to negotiate a rate at £75 above their clients upper end of budget (again). What gives?

Extremely pushy, will push to use you CV in their database (please send a conf email within 10 mins from your smartphone)
Will not tell you name of client
Awful rates (250 compared to 500 typical for my role)
You will not hear back from them
They will take your details and use them to fish for clients, then get one of their cheap resources for the role
Apart from that they're great!Comment

There seem to be an increased activity from the Indian agencies
About 75% of them call from 020 3 numbers. I have now about 100 blocked numbers in that range and can see lots of calls from those numbers tried to reach me over the past week, the annoying thing is that they can still leave voice messages even when they are blocked and they keep calling from new numbers.
