If the contract is running out I say it's fair play. Is anyone actually %100 busy on whatever job they're getting paid for? What's the difference between taking a call from a recruiter and renewing your car insurance on company time - or posting on this forum?
It's the customers perception of you and your professionalism. I little bit of effort being discreet can pay dividends later. You are supposed to be better than the permies.

The reason I don't do it in the office is:
        1. there are staff who don't know my rate and I don't want sh*t from them over hearing it - if I was sitting next to client management I wouldn't care.
        2. I hate people having long phone calls in an open plan office next to me and as in many places people don't do it I don't either

You are new to contracting aren't you?

I take the point about rate, SueEllen, I wouldn't want to be going on about that too loudly, but there's ways not to do that.

RE being better than permies, I can't figure out why companies want to pay the rates they do, but I see no evidence anyone expects "better than permies." I'm getting paid more to do less work than on my last perm gig after all...
