I referred an ex-colleague (after making my colleague aware I was doing it) once but they argued they already had his CV so wasn't a new referral. Spoke to my colleague later and the one they had was 4 years out of date. Can't win sometimes.
Yep I had the same. They obviously had not flagged this person up until I prompted them but they still argued they were not new because they had their CV. Same - old one as well.

I've been able to do so through my current agency without any issues. I guess it depends on the agency in question.
I recall years ago Reed offering £25 in Love2shop or whatever bollocks it was vouchers, and that was assuming the referred individual stayed on long enough.
