I had some contractors come to me through an agency and some direct. When we checked with our internal recruiters one came back as being on a black list for twice breaking contracts with agencies. Our internal recruiter was from had worked for a large recruiter and he talked about checking a blacklist which the top 5 (I have no idea who they are) held.

So you don't want your recruiter bod admitting to those things in front of you. (You need to do a Rebecca Brookes)
The construction industry was caught out a year back for operating a blacklist and sharing it amongst companies. One of the issues was that the data wasn't verified so you could right nonsense about someone out of spite and they had no come back..
Credit reference agencies are legal because when asked they have to supply data on an individual, correct it if they make a mistake and reveal who made other comments."You’re just a bad memory who doesn’t know when to go away" JRComment
