HSCIC is DH not NHS, hence government.

Actually HSCIC are a ENDPB (Executive Non-Departmental Public Body) under the direction of the NHS Commissioning Board (now NHS England) set up as a result of the Health and Social Care Act. It may not be specifically NHS but it is not Government either. It definitely is Public Sector though.
