      The cynical might think that BJ knew he only had to sit on it long enough for the election to be called. Whereupon the committee would be dissolved and he could approve publication sure in the knowledge that nothing would happen for months and the entire thing would be overshadowed by the delivery of Brexit, in whatever form that took.
