    Maybe he was just stoned?

He doesn't rule over anyone. Any more than Jeremy Heywood rules over Britain. Junker is the head of the EU civil service. The word "president" in this context does not denote head of state.
Except he's dead. Just thought I'd mention it, I know you're really hot on "facts".
His heart is in the right place - shame we can't say the same about his brain...

Well, I'm not always up to date with the current UK Civil Service hierarchy. But are you contending that the statement

"He doesn't rule over anyone. Any more than Jeremy Heywood rules over Britain. Junker is the head of the EU civil service. "

      is false?
Down with racism. Long live miscegenation!

On the basis that one of them is dead, I'd say it wasn't entirely accurate...

Actually it doesn't quite, what it says is:

FPÖ-Politiker Vilimsky hatte damals behauptet, Juncker sei betrunken zum Gipfel erschienen
The FPÖ is the Freedom Party of Austria is a right-wing populist and national-conservative political party (remember that Haider was their leader once, you could call them Nazi lite) who are similar to UKIP and so naturally one of their politicians is going to have a dig at Juncker.
Brexit is having a wee in the middle of the room at a house party because nobody is talking to you, and then complaining about the smell.

Not even grade A. Grade D, I reckon.
