Is it because the population is increasing that there are more voters? In 1971 the total population was 56 million. It’s increased by 10 million since then.
In 1971 the average life expectancy in the UK was 72. It’s now 81. Around 6 million people in the UK fall into that age range.
I am going with biggest in terms of total populous turnout ever. Happy to be corrected though.

You'll see that it is the biggest voter turn out when you look at those registered to vote, i.e. 72.11%.
Considerably bigger than when we went in 1975.
