It’s a bit more complex than it looks on the surface.

May hasn’t helped herself (again!) with the implication that this was all the Conservatives on their own. However:

- 27 of 28 EU countries endorsed the proposal of the legislation in the European Council, including the U.K.

- Unfortunately, several Conservative MEPs either lobbied against the bill, or abstained in the voting, once the bill was known due to pressure from credit card companies. Hardly a ringing endorsement from the Conservatives in Europe.

- But then when the time came to implement the directive in our own U.K. legislation the Government gold-plated it above the minimum directive by including Apple Pay, PayPal, etc, thereby showing that not only did they support the legislation, but that we have sovereignty over our own laws by being able to implement much more than the EU wanted us to...

Nice. Now the charges will be applied to everyone as "service charges". I notice HMRC have already banned all credit card payments, and I imagine others such as DVLA will follow suit.
Well done EU. There was never a problem with penalising credit card users, but they managed to find one, and now we'll all have to pay more.
