Does it matter? Some key people will come from the u.k. others from the local population. It will be part of their due-diligence process.

And how on earth is the EU going to cherry pick?
You only need a small office and a capital reserve (different sizes dependent upon who you are to be regulated by) in order to become licensed. The idea that you need several thousand people before you are considered is delusional and only suggested by glee ridden Remnants desperately hoping to be proven correct in something.Comment

I would suspect that bank CEO's are more aware about the feasibility of staff relocation, than, for example, an angry Brexit voter from Sunderland.
