This has been discussed time and again on financial news sites. Throwing up a 3 month old speculative article as evidence is feeble.
Don’t worry, UK workers will become the new source of cheap labour.

Are you going to answer my question? Where will they get the skilled resource from?

Does it matter? Some key people will come from the u.k. others from the local population. It will be part of their due-diligence process.

What matters is that the regulator will say you have to have a presence in an e.u. country so those functions (such as Euro trading) are subjected to e.u. law. Do you seriously believe the e.u. will not take an opportunity to cherry pick our service industry?

Lets just gloss over the fact that we have also lost our influence to set the regulations for one of our biggest export products to our biggest export market, regardless of any deal struck

Yes it matters. If you bothered to do some reading you would find lack of skilled resource and the difficulties of moving people from the UK are key reasons why it won't happen.

And how on earth is the EU going to cherry pick?

You only need a small office and a capital reserve (different sizes dependent upon who you are to be regulated by) in order to become licensed. The idea that you need several thousand people before you are considered is delusional and only suggested by glee ridden Remnants desperately hoping to be proven correct in something.

FTFY (just a bit of a mistake on who is saying they have to move thousands of staff).

I would suspect that bank CEO's are more aware about the feasibility of staff relocation, than, for example, an angry Brexit voter from Sunderland.

But of course if you bothered to read the news from these companies then you would know what they are actually doing, wouldn't you?

Bank CEOs are more interested in their own bonuses than the future state of the country. HTHBIDI

Do you mean the announcement by ING to move traders to London from Brussels or their announcement that they would reverse their decision in the event of a "Hard Brexit" ?

I caught the news from Citigroup:

Citigroup in discussions to move traders to Frankfurt

I think he means the news according to the daily wail. Definitely not the consultancy report who were paid to look in to it.
