It's difficult to call but if we don't get satisfaction from the Adjudicator then it goes to the Parliamentary Ombudsman. I've been told there's even a possibility of another Judicial Review.

Made a FOI request for a copy of the letters where enquiries were opened into my tax returns since 2001.

          They refused it!

          Does this sound normal?

            Hi Helen

The donkey is on holiday for a couple of weeks, so I will see if I can help...

Did you make an FOI or DPA request? You can't make an FOI request for personal data about yourself, it has to be a request under the Data Protection Act.

See here... HM Revenue & Customs: Information we hold about you - the Data Protection Act (DPA)

If it was indeed a DPA request, on what grounds was it refused?

            Regards

            Santa

I had one refused (a DPA request) on the grounds that I was asking for too much information - they want me to tell them what I am specifically looking for....which if I knew that, I wouldn't be asking!

Maybe go back to them and ask them to define what "too much information" is or re-scope your request with some parameters.

Ask them to gather information to fulfill your request until the cost limit reaches £600.

No doubt, we are fighting bureaucracy with bureaucracy here!

and if they come out with the "its cost more than £600 so we cant do it" cobblers, can you offer to pay for the info? Im guessing you cant as that would be far too easy and then eliminates their wriggle room and excuses.

Is £600 a random figure you plucked or does it have any specific meaning?

It's a specific figure. See here:

When can we refuse a request for information? | ICO

"Currently, the cost limit for complying with a request or a linked series of requests from the same person or group is set at £600 for central government, Parliament and the armed forces and £450 for all other public authorities. You can refuse a request if you estimate that the cost of compliance would exceed this limit. This provision is found at section 12 of the Act."

Also some interesting info at this link with a template letter for appealing a refusal. Scroll down to "What can I do if I believe the organisation has not sent me all the information I am entitled to?"

                      Hope that helps.
