    It hasn't been used again because of all the attention which has been highlighted by BN66.

    In addition, it is now an open sercret that S58(4) was contrary not only to the Rees rules but also HMRC's own protocol.

      It took several years of lobbying to get the retrospective port tax repealed.

      I hope it doesn't take that long to get S58(4) amended to 12th March 2008.
