    Quick question,,,
my wife is an equal shareholder of the business, not an employee.

Is she able to purchase a bike under the cycle to work scheme??

I'm a shareholder of many PLCs, do you think I can apply to them for this scheme? No. Cause it is only available to employees.

WHS - how could she cycle to (your) work when she doesn't work for you?

Agree, just being a shareholder does not allow the claim.

You don't tell us the circumstances. Is she also a contractor working through your company or is she earning money or performing real services for the company at this place she cycles to? If so, why not pay her via a fee that could include costs or make her a director or employee? It would be ok then.
