Agree, just being a shareholder does not allow the claim.
You don't tell us the circumstances. Is she also a contractor working through your company or is she earning money or performing real services for the company at this place she cycles to? If so, why not pay her via a fee that could include costs or make her a director or employee? It would be ok then.
