To those that are on flat rate, I take it I'm better off buying a laptop and other "one off" gubbins first and then applying for the flat rate VAT scheme?

Yes. Unless you buy a single item for more than £2k, when you can get the VAT back as normal. I hope you're not thinking of spending £2k on a laptop though...Blog? What blog...?
