New Dividend Tax and the Finance Bill

It isn't in the bill. So apparently the details won't be published until December or later.

There could be a lot of different reasons for this.

Maybe they are getting a lot of non-supportive feedback from pensioners and they are trying to figure out what to do about it, either to increase the allowance or (more likely) to increase the allowance for pensioners.

Maybe they are getting a lot of negative response from SMEs and they really do love us, and suddenly realised they've made a bad mistake, and are figuring out how to climb down. (If you believe this one....)

Maybe they are so incompetent they just forgot to include it. (This is my "I really hope this is it" explanation because it would just be so fitting.)

Maybe it is because they never thought the thing through and they still aren't sure how it will work. (This is my "That's probably it" explanation.)

Maybe they are trawling through Internet forums to find out all the ways people are thinking about circumventing or minimising it, so they can close all the loopholes. (This is my "I wouldn't put it past them but I doubt they would be smart enough to think of it" explanation.)

Maybe they are planning nasty surprises, and didn't want to give people much advance warning so they wouldn't have a lot of time to take advantage of ER. (This is my "they wouldn't really be THAT nasty, would they? Well, maybe they would" explanation.)

A lot of that doesn't stack up though. It seemed to make sense to us here and a lot of people took the opinion of "a couple grand less a year, I'll live"

That's useful, well spotted, wading through the budget announcements on .gov.uk as lie, stirring treacle.

I expect we will see draft clauses with the autumn budget.
