Does this help at all ? There are various stats in there, but they look as though they may be defining "wider" than you are looking for.

So approx 600,000 which fit the "definition" such as it is for PSC. How many of these are contracting no idea. :-(

Wow, have to admit I thought it was vastly more than that. Guess it depends massively on whether things like one man band plumbers/accountants, freelance web designers etc are included, or whether it's just what we would call "contractors".

I am a brolly lady but I've also been in this industry a long time and I think that basing all future legislation on SDC rather than the standard employment tests is an absolute nonsense so we'll be responding to the T&S consultation and then to the IR35 discussion to say as much. When you're responding to HMRC they do like facts and figures rather than just a photo of you stamping your feet and shouting 'it's not fair' so I need as much info as possible. Personally I think that HMRC would be much better off moving away from employment law and just sticking with numbers. For instance, they're saying that too many people are getting tax relief under T&S rules as loads of low paid workers have been moved to umbrella's - then why not just make a rule which says if you earn less than living wage + 20% you can't be paid through an intermediary - problem solved - simples!
