I think this may be why the accountant is recommending:

Whatever the case may be Norris would like to engage with you to assist these individuals. Whether you recommend one, or multiple contractors to Norris, who then go on to register and payroll, we will arrange an Introducer fee for you for each recommendation you make.
The Introducer fee is payable as follows: 10% of the Net fees Norris earns for the contractor are payable to the Introducer for a maximum period of 12 months (if the contractor is still operating via Norris at this time). 5% of the Net fees Norris earns for the contractor from month 13 to month 24 are payable to the Introducer (if the contractor is still operating via Norris at this time).
Introducer fees will cease after month 24 for that particular contractor.
Notes:
There is no limit to the number of contractors an Introducer can recommend to Norris at any one time.
The Introducer does not need to have operated with Norris to recommend contractors.

I didn't mean to cause a problem Cojak, sorry if I've broken one of the forum rules. I only asked on this forum instead of General because it was an accountant who put me in touch with them and I was under the impression it was a normal thing now; like I said in my first post, I'm a little out of the loop.
That's how they term it since Mr Venables himself has dropped them all in it.
And they don't state that the Substantial Opinion is "RUN FOR THE HILLS!!!!!"
