Recently, umbrella's have been tightening up on their expenses policy. If this is your first assignment it may be to do with that. If you expect it to be your only assignment with this Umbrella, then technically you are not at a temporary workplace and therefore no expenses would be allowable.
Or maybe, they have had changes made to their dispensation that HMRC grant them. Hard to know without them explaining it properly. I would ask what expenses they are now restricting. After all, every one allowed is saving you taxes, and people do make mistakes...

I wonder whether this has something to do with the revocation of scale rate expenses which happened recently?
