Good point, Nick is right, it's Developer Preview 1.

Stable though, faster, basically seems to be Lion with IOS bits in it, such as Reminders and iMessage.

Messages beta is also available for download.

It doesn't actually say that Lion is a requirement, but it probably is. It is also set to expire when Mountain Lion hits official release.
