I see you have found what you are looking for so this is more FYI - Microsoft released such a utility several years ago called Microsoft Time Zone.
It looks like it is no longer updated, I suspect, because Windows 7 (and I presume Vista) supports multiple time zones within the standard clock applet.
It is a small .exe app which was quite popular with the users.
Not sure if you can download it from the link above but I have a copy, which I have just tested and still works under Win7, which I can upload for you if you like.
