I have local admin rights but I don't want to mess with versions of system files that may already be installed that client apps may rely on.
Anyway I tried the app that requires .net at home and it wants v1.5x and does not install with anything newer.
There are also many apps that run without installing.
Can we please move on from this? If you've any suggestions to fulfil my original query I'd greatly appreciate the help.

There's a Shell COM API in Windows, so I imagine you'd need to implement something from that in a DLL. It's quite easy to make an application minimize to the system tray, but that only displays an icon, which isn't what you want.
I'm happy to do it if you pay me. I think it's a bit more complicated than 10 minutes though.Will work inside IR35. Or for food.Comment

I see you have found what you are looking for so this is more FYI - Microsoft released such a utility several years ago called Microsoft Time Zone.
It looks like it is no longer updated, I suspect, because Windows 7 (and I presume Vista) supports multiple time zones within the standard clock applet.Comment
