Is there any software or utility that can be used from the Internet side (not the LAN side) to find out what ports are open on an ADSL router?

If you know the public - internet facing - IP address and have access to a machine not on the local network then Nmap is probably the best tool for it.
You can run it from inside the network as well but depending on the config you might not get meangfull results.
Most routers thse days have built in firewalls with a default deny config on inbound connections. They will only accept inbound traffic on connections established from within the local network - ie they will only accept replies to requests made by your pc."Being nice costs nothing and sometimes gets you extra bacon" - Pondlife.Comment
