In other words, if you buy a package which exceeds your needs, any upgrades which come at no extra cost will take you even further into the "paying for capacity you don't use" scenario.
Past a certain point, the upload speeds and data volumes are what you should be basing your decision on, not just download speeds. Especially if you want to serve stuff from your home office.
